Permits

Permits & local building rules

Who issues your permit depends on where you live, and getting it right is part of the job. We pull permits for every build and for remodels whose scope requires one.

  • City of Los Angeles (Sherman Oaks, Encino, Van Nuys, Woodland Hills, Studio City, Tarzana and most Valley neighborhoods): permits come from LADBS. A new pool needs a building permit plus electrical and plumbing permits, and plans go through plan check. Hillside lots can also need grading review and structural engineering. LADBS has a dedicated information bulletin on the design and construction of swimming pools.
  • City of Calabasas: pools need approval from both Planning (zoning clearance) and Building & Safety. Typical submittals include a site plan, pool plans, a drainage plan, a soils report and a storm-water (SWPPP) plan.
  • Oak Park and other unincorporated Ventura County areas: pool and spa permits are handled by Ventura County Building & Safety (East County office). Water-district sign-off can also be part of the process.
  • Every jurisdiction — California Swimming Pool Safety Act: when a permit is issued to build or remodel a residential pool or spa, the finished pool must have at least two of seven state-listed drowning-prevention features (for example an isolation fence with a self-closing, self-latching gate, an approved safety cover, or door and pool alarms). Drains must also meet federal anti-entrapment (VGB Act) requirements.

Replastering on its own is handled differently from a remodel that moves lights, replaces skimmers or changes the shape. We confirm the exact permit path with the building department for your scope before we start.

Materials

Shell, finish and tile choices

The shell is steel-reinforced gunite on every pool we build. What changes the look, feel and lifespan is the interior finish and the tile:

FinishTypical lifespan*Look & feel
Standard white / colored plaster8–12 yearsSmooth; most affordable; shows etching and staining sooner
Quartz aggregate10–15 yearsSmooth with more stain and chemical resistance; wide color range
Pebble aggregate (e.g. Pebble Tec-type finishes)15–20+ yearsTextured, natural look; the most durable of the three

*With balanced water chemistry and normal use.

  • Waterline tile: porcelain and ceramic are durable and affordable. Glass tile adds shimmer and depth at a higher price.
  • Coping: travertine and natural stone stay cooler underfoot, precast concrete is clean and modern, and poured concrete is budget-friendly.
  • Equipment: variable-speed pumps, cartridge filters, heat pumps or gas heaters, LED lighting and app-based automation. See pool equipment.

More pool construction questions

How much does it cost to build a pool in Los Angeles?
Most new gunite pools run $55,000–$130,000 for the pool itself, $95,000–$160,000 with a raised spa, and $150,000–$300,000+ for hillside or infinity-edge builds. See the full pool cost guide.
How long does it take to build a pool in the San Fernando Valley?
Roughly three to five months from design to first swim: a few weeks for design, engineering and plan check, then about six to ten weeks of construction.
Do I need a permit to build a pool in Los Angeles?
Yes. In the City of LA, a new pool needs an LADBS building permit plus electrical and plumbing permits, and hillside lots can need grading review. Calabasas and Ventura County (Oak Park) have their own processes. We handle all of it.
What is the difference between gunite and shotcrete?
Both are sprayed concrete. Gunite is mixed with water at the nozzle (dry-mix), shotcrete arrives wet from the plant. Properly applied by an experienced crew, both make a strong, long-lasting shell. We choose the method that suits your site and access.
What safety features does California require for a new pool?
When a permit is issued, the pool must have at least two of seven state-listed drowning-prevention features, such as an isolation fence with a self-closing, self-latching gate, an approved safety cover, or door and pool alarms.
Can I build a pool on a sloped lot?
Usually yes, with engineering. Slopes may need caissons, grade beams or retaining walls, and the design often turns the slope into a view feature. See hillside pools.
How big a pool can I fit in my yard?
That depends on setbacks, easements, the house foundation and access. We measure the yard and check the zoning rules before we design.
